Call for Papers: 24th EAERE Annual Conference

Submit theoretical and empirical papers in all areas of environmental and resource economics for presentation at the 24th Annual Conference of the European Association of Environmental and Resource Economists at the University of Manchester on 26-29 June 2019.

Deadline for paper submission: 31 January 2019
Notification of paper acceptance: 30 March 2019
Deadline for early registration: 30 April 2019

The number of submissions per person is unlimited, but the maximum number of presentations in the parallel sessions per person will be limited to one (this does not include thematic and/or policy sessions). Authors must be registered for the Conference by 8 May 2019 in order for their paper to be included in the program. Call for Nominations: EAERE Best European Doctoral Dissertation in Environmental and Resources Award 2019

The European Association of Environmental and Resource Economists is delighted to announce the launch of the EAERE Best European Doctoral Dissertation in Environmental and Resources Award. 


This Award is given to encourage and recognize outstanding and innovative academic achievement in the field of Environmental and Resource Economics. Three dissertations will be awarded every year after peer review of all submissions. A thematic session with the three winners will be organized by the EAERE Council during the next EAERE Annual Conference in Manchester on 26-29 June 2019.


Dissertations may be on any topic of relevance to Environmental and Resource Economics. 

Dissertations must have been written as part of a graduate course of study at an accredited academic European institution and defended in the last calendar year (2018).


All EAERE members are invited to send nominations for this Award. Proposals are to be submitted to until January 31st, 2019. Nominations consist of the following information:

Nominee’s name, surname, university; Supervisor’s name, surname, letter supporting the nomination – only letters written in English will be accepted; Date of dissertation’s defense; Copy of the best paper coming from the dissertation, published or not – only papers written in English will be accepted (the dissertation can be written in a language other than English, but the best paper coming from the dissertation has to be in English). Self-nominations are accepted. Incomplete proposals will not be examined.


Proposals received will be evaluated by a Nominating Committee comprised of Mireille Chiroleu-Assouline (chair), Simon Dietz and Karen Pittel. The Committee will discuss on the nominations received and formulate a proposal for the EAERE Council who takes a final decision.

Awardee’s participation costs are not covered by EAERE. The prize is honorary.



Call for Applications: EAERE-FEEM European Summer School in Resource and Environmental Economics

The European Association of Environmental and Resource Economists (EAERE) and Fondazione Eni Enrico Mattei (FEEM), in collaboration with Venice International University (VIU), are pleased to announce their annual European Summer School in Resource and Environmental Economics for postgraduate students. The Summer School will take place from June 30th to July 6th, 2019 at the VIU Campus on the Island of San Servolo, in Venice, located just in front of St. Mark’s Square. The School topic is the Econometric Approaches for Environmental Policy Evaluation.

The deadline to apply is 15 February 2019.

Environmental policy has lately shifted more and more from traditional command-and-control regulation to market-based regulation (taxes and permits) that economists often advocate. The latest example is the European Trading System (ETS), which instituted a cap-and-trade program for CO2 emissions that is similar to the SO2 trading program that was previously established in the United States. A timely question is how well these modern tools work and costly they are. Are standards set correctly where marginal benefits equal marginal cost? Do benefits capitalizes into housing prices? Is there market power or are there significant transaction costs that keep the permit markets to function correctly?

Policy makers are repeatedly asking for empirical evidence when they revise and implement regulations. The 2019 Summer School is designed to introduce students to the latest econometric techniques to empirically estimate the effect of environmental policy on health outcomes, industry structure, wages, using micro-level data sets.

Call for Expressions of Interest and Proposals: 26th EAERE Annual Conference – June 2021 Local Organizing Committee and Conference Venue

The European Association of Environmental and Resource Economists solicits proposals for the Local Organizing Committee and for the Conference Venue for its 26th Annual Conference, tentatively to be held in late June 2021.

Universities, research organisations, or groups of organizations, that intend to propose their candidature for the Local Organizing Committee and Venue are kindly requested to submit their expressions of interest by 15 February 2019 and their full proposals by 1 May 2019.

Expressions of interest consist of a formal letter stating that the candidate will assume all of the administrative, organisational and financial responsibilities listed in the “Guidelines for Expressions of Interest and Proposals”.

Full proposals consist of: (1) a presentation of the candidate including the candidate’s relevant experience in organizing and hosting conferences; (2) a preliminary conference budget; and (3) a presentation of the Conference venue. Full proposals may be accompanied by any other documentation that the candidates judge useful for the evaluation process. EAERE may ask candidates to present additional documents at a later date.

Expressions of interest and full proposals should be sent by e-mail to Any material that cannot be sent electronically should reach EAERE by mail by the relevant deadline.

Selections will be made by the EAERE Council. In case more than one proposal is judged noteworthy and meritorious, the candidates that will not be entrusted with the organisation of EAERE/2021 may be invited to organize the Association’s Annual Conference of the subsequent year (EAERE/2023). Therefore, candidates are requested to inform about their availability to organize the subsequent year’s Annual Conference in their proposals.

Proposals will be evaluated according to the following criteria: (a) location (including consideration of travel cost and time for participants, amenities, on-site transportation, etc.); (b) accommodation (cost, quality, capacity); (c) facilities (quality of plenary rooms, quality and number of meeting rooms, equipment, meals, social program, etc.); (d) communications plan (evaluation of the plan for advertising the congress, registrations, availability of papers, etc.); (e) administration (budget, qualifications of Local Organizing Committee and local supporting agencies); and (f) funding (grants for students, grants for participants from Eastern European and developing countries, other sponsorships). A final decision is expected to be taken by June 2019.

Thomas Sterner was Chair of the Local Organizing Committee of the 2018 World Congress of Environmental and Resource Economics, which was organized in part by EAERE this past June.


Call for Nominations: the Volvo Environment Prize

The Volvo Environment Prize Foundation invites universities, research institutes, scientists and engineers as well as other individuals and organizations to submit nominations for the Volvo Environment Prize. The Prize consists of a diploma, a glass sculpture and the Laureate is awarded a prize of SEK 1.5 million. Find more information regarding the Volvo Environment Prize and previous Laureates on the website.

To be eligible for consideration, nominations must be submitted by January 10, 2019 at the latest. Nomination guidelines and nomination forms are available on the website. Please fill out the on-line nomination form and attach additional files to the form. The nominations should describe and explain the nominee’s main achievements and their importance.

Climate Neutral Europe 2050: The European Commission adopted a strategic long-term vision for a prosperous, modern, competitive and climate neutral economy by 2050 – A Clean Planet for all. The strategy shows how Europe can lead the way to climate neutrality by investing into realistic technological solutions, empowering citizens, and aligning action in key areas such as industrial policy, finance, or research – while ensuring social fairness for a just transition. Clean Energy for All Europeans: The European Commission welcomed the Parliament’s adoption of key files of the Clean Energy for All Europeans package. New rules on renewables, energy efficiency and the governance of the Energy Union have been signed off by the European Parliament – an important step in enabling the European Union and its Member States to embrace the clean energy transition, follow up on the already adopted 2030 climate legislation and meet the Paris Agreement commitments. EU fuel labelling: clearer information for consumers and operators: A new harmonised set of fuel labels appearing across Europe will give drivers better information on the suitability of fuels for their vehicles wherever traveling in the EU, helping avoid misfuelling and informing on the environmental impact. Movement against the rising cost of diesel and petrol in France: France is currently faced with the “gilets jaunes” protest movement against the rising cost of diesel and petrol, which is partly due to an increase of the national carbon tax. Academics have stood up to provide economic perspectives on the debate around green taxes. A non-exhaustive list of opinion papers published in national newspapers and interviews is available on the French Association (FAERE) website. These opinions address, among other points: the “polluter-pays” principle, the mechanisms by which taxes change polluting behaviors, the need to mitigate purchasing power loss of the poorest, and the need to foster the transition to clean technologies.
